Well, in the 7.1.5 days, 'they' were forced to buy support (at least for a year). That meant updates&upgrades are fro free. 7.3.4 is an upgrade (7.1->7.2->7.3)
7.3.4 would be an update (patch)

I'd certainly talk to your Oracle rep. I've never heard of stepping over to a newer release costing money (to Oracle ;) ) Patches require a valid support contract, and thus cost money.

Well, you missed out on 8.0, 8i, 9iRel1 and Rel2, 10gRel1 and 10gRel2...
