Only an Oracle sales person can give you definitive answers, but Oracle licenses are generally limited to "sites" so you would need to have two 5 user licences in your first example.

To talk to a salesperson go to store.oracle.com and look for the contact details for you local office. Look under How to Order, in the Pricing and Product Availability section there is a 'contact us' link.

Given the numbers of users you are talking about, you may want to consider 10g Express Edition which is free, but does not have full support.
