Depends.

If they want to have support from Oracle, they upgrade as soon as possible.

If they don't care about support, they may stay with the old version. Then they ask their questions here and get told they should upgrade. Then they get upset because they thought they could save money by not getting official support and very few people here sympathize.

Realize that support also means getting assistance when the database crashes for any reason. If the data is important enough to protect, it is probably important enough to protect with an officially supported version of the database.
