Oracle 9iAS Infrastructure & Application

We have had Oracle 9iAs version 2 installed over 3 servers:

1 - Database, 2- Application & 3 - Infrastructure

They are Dell 2650 Servers with 1GB Mem and running Windows Nt4 SP6a over a 10MB/s network

But the application / reports etc runs very slowly.

Should the Infrastructure and Application servers reside on ONE Server for better / faster results.

The servers have been set up with a 2GB Swap file (FAT), is this enough for Oracle? Or is morew temp space required within the database structure?
