There is trace information available based on your entries in (UNIX systax) $ORACLE_HOME/hs/admin/initX.ora where X relates to listener/tnsnames entries

The error information there should help you. I have only used the facility to link from Oracle on AIX to SQLServer on NT, but if you have a valid ODBC driver for the target then it should be possible.
