My answer would probably be no, and certainly would be no if it is you that is paying for it. The OCP (and others like it) are designed to ensure that people who have the qualification are aware of most of the key areas of the subject, and have studied material designed to give them this well rounded introduction to the software. No OCP should ever ask 'when do I backup the online redo logs' for example.
Unfortunately the exams are multiple choice and cover a set syllabus so it is quite easy to cram for the qualification and score (say) 90% on the backup and recovery part of the exam without ever having actually backed up an oracle database. What should be a test of understanding becomes a test of memory.
Consequently , though if you do do the sudy you will be well acquainted with most areas of the Oracle database, what an OCP will not do is get you a good job (immediately) after graduation. If however you were able to demonstrate that you had built an Oracle system whilst at university (say for one of your societies, or to manage you finances, store your lecture notes etc), I'd think the chances might be quite good of getting hired. It shows the old in-demand qualities Initiative, Experience and Interest. I'd expect Uni students to be able to pass the OCP 9 times out of 10, I would be impressed if they showed application of knowledge.
