Hi There,
No you don't. It's currently a loophole designed to get as many people certified to 8i as possible.
However, a requirement of being a qualified DBA that interestingly is not listed below is being a competent, skilled, experienced professional that knows a touch more than answering a few multiple choice questions without ever having to touch a real database, or configured and installed a real database, or tune or trouble shoot a real database or deal with the day to day issues required to successfully administer a company's vital data holdings.
Therefore the OCP piece of paper actually has very little merit when compared to the above such experiences listed in your resume.
