It would be good if these responses would clarify whether they're
discussing the free versions of both TOAD and OEM or the pay versions.
The comparisons are pretty confusing otherwise.
I use free versions of both. OEM is great for DBA stuff (but I like Embarcadero's DBArtisan for some tasks as well). TOAD with PL/formatter for PL/SQL, general browsing and such, OEM for storage, maintenance and DBA chores. The free TOAD does perform some DBA functions also - mostly reports and stats, but has a gui explain plan and a few other tuning features too. Currently not using it to the fullest due to systems people's worries over snmp security. I've also had problems with the server manager dying periodicaly and various java eccentricities. No doubt these are solvable problems but I haven't needed the features enough to take the time to investigate.
I would not want to be forced to choose between them, but I do use TOAD more frequently. One advantage of TOAD is that it contains a GUI SQL worksheet that can also be run in SQLPlus mode - with OEM you have to start its (IMO clunky) worksheet seperately. So if you know sql you can do anything with TOAD from one interface. Also if I can't remember a V$ view or the right columns I can just browse through the sys views and switch to data view to see what's in it.
Guess if I *had* to make do with only one it would be TOAD. As with most tools, it depends on what job you're doing most often. Since I'm switching between development, DBA, analysis and whatever else happens the Swiss army knife, i.e. TOAD, gets the most use. Been thinking about looking at the pay version and comparing it with DBArtisan someday.
