Where is Navigator?

In Oracle 8, I used Navigator from the Start Button -> Programs to add data to a database. Now I'm trying to get started in 9i and can't find it. I just want a few simple tables to use with JDBC and, i hope, XML.

I've installed the Enterprise Edition on win2K with a database.

I have found the Enterprise Mgr Console might be it but it doesn't look like it. I'm pretty sure last time i was using a low end setup.
