I suspect you are referring to a commercial product named SQL Navigator sold by Quest (www.quest.com). It is not part of Oracle.

But it is probably time you learned to use the database. Three is nothing you can do in SQL Navigator that you can not do in SQL*Plus. Well except save lots of money.
