Installing Oracle Client in Internet Explorer

Hello,

I work for a company that is currently implementing oracle using a web client. I cant remember the version, although I think it is 8 or so. Here is the issue we are having. Our ISM group would like to only have to support Internet Explorer on every workstation since Netscape will soon be no longer. Currently we use the jinitiator.exe to install Oracle, and we run the oracle client within netscape. Since netscape uses the same profile no matter who logs in, the oracle loads properly every time. The issue we have is that when using Internet Explorer, the oracle loads properly only for the user in which the jinitiator.exe was loaded. With every other user it acts as though the initiator was never loaded. Is there a way to load oracle onto these machines so that it affects all users of internet explorer, no matter who is logged into the machine? I even tried using WinInstall to check the difference before and after the install and wrote a script to change registry entries, and it still didn't work. I'm at a dead end, and am hoping someone might know the answer. Any help people can give would be great.
