Thanks for responding:
I should have mentioned that I did set up a repository before trying to Logon to the Management Server. Every time I did, OEM could not find an OMS running, hence, my problem below when trying to Start OMS.
The answer turned out to be in the SQLNET.ORA file as per Van Messner's reply.
