These questions are easier when you say what version of OEM and Oracle you are running. For OEM 2.2 and Oracle 8i go to sqlnet.ora and change the line that reads
SQLNET.AUTHENTICATION_SERVICES= (NTS) to one that reads
SQLNET.AUTHENTICATION_SERVICES= () This is what Oracle calls a "known bug" (known to Oracle but not to you or me) that causes a problem in the intelligent agent which shuts down the management server service after a short period of time.
