modify sqlnet.ora on any client
add/change
trace_level_client = 16 trace_directory_client = <any directory> trace_unique_client = true
This will generate a sqlnet<xx>.trc or cli<xx>.trc which will show you exactly which tnsnames.ora it is using. My recent experience tells me syntax errors in tnsnames.ora also result in 12154.
Word of advice:
Don't you think one single NT 4.0 server with Oracle server and OAS on
it and 200 clients connecting to it, is going to collapse very soon?
