Hi Dan,
You'll probably get as many opinions on this as there are posters to this newsgroup, but here are my suggestions.As to schools, I've taught at a few and you can get a good theoretical background there if you pick the right one..look for one that structures practical ("hands on") time into their curriculum..Oracle U is ok but it presumes a little more background than I think you have and it's fast fast paced if you're brand new to RDBMS concepts..You'll learn concepts and terminology, but you'll lack the 'bigger picture' in my opinion.
I would also definitely take a course or grab a good book on data modelling..database design is critical and often overlooked in school curriculums..I refer to "CASE*Method..Entity Relationship Modelling" by Richard Barker when I need a reference for modelling. Mr. Barker hails from Oracle in the UK so the syntax is strictly Oracle syntax..other books mix syntax..
Summary? A school that allows you to practice what you learn with team or individual projects (not Oracle U)..familiarize yourself with data modelling, database design while learning Oracle..
