Some Oracle products on NT grab ahold of various DLL files (such as CORE40.DLL) and don't let them go. And when you reboot the server, this software grabs ahold of the DLL files again. Your only recourse is to stop Oracle software from starting on bootup and boot the NT box. Then you shouldn't have any problems. Alternatively, even though a process is holding onto the DLL file, you can still rename it. I've hit this problem before. When the Installer gives me an error on CORE40.DLL, I just open Explorer and rename the file to something like CORE40.DLL.OLD. Then I click Retry on the Installer. After then Installer does a little more work, it will likely encounter the same problem on another DLL. Just repeat the process.
