Did you go into Control Panel : Services and see if there was anything else that might be locking a DLL?
Also, have you tried using:
HandleEx for Windows NT

This will allow you to see which process is locking the Oracle DLL file and then either kill it, or use a "cleaner" method of stopping it (outside the program)
Before I attempt to install any Oracle stuff on my machine, I stop all Oracle Services and my web listeners and set their startup to Manual. Then I reboot, and install. Then I reset my services to what they were before and reboot again.
