OracleAgent

I've been trying to start the OracleAgent using both the command line and the control panel methods. However I keep getting an error message dialog entitled 'DBSNMP.exe application error' saying:

"The application failed to initialize properly (0xc0000022). Click OK to
terminate the application."

When I click OK, after a while another dialog appears saying,

"Could not start the OracleAgent Service on <machineName>. Error 2186 The
service is not responding to the control function."

Can anyone hlep me with this or does anyone know how I can solve this problem?
