WebDB: Error when trying to delete component

When I try to drop a component I get the following error dialog:

                  Error: WWV-08300
                  Message: Failed to parse as BVAUGHN - drop package
                  ITM_WEB.TEST_MENU_TEST_02
                  Where: WWV_PARSE.PARSE_AS_USER

                  Error: ORA-01031
                  Message: ORA-01031: insufficient privileges
                  Where: WWV_PARSE.PARSE_AS_USER
