Hi Carlo,

CARIS Spatial Components have a variety of tools for viewing and managing Oracle 8i Spatial data.

dbMaps is a low cost ( really low cost ) applciation that allows you to view/query/plot and manage spatial data in Oracle Spatial.
Data loaders are also available.

Check out www.spatialcomponents.com. You can download dbMaps and try it out.
