If you can call an .exe from a PL/SQL script it is news to me !
What exactly are you trying to do ?
If you are moving data from say, Access 97, then create an ODBC DSN device in the control panel for your Oracle instance and then move the data from Access to Oracle from inside Access. Once the table(s) is in Oracle, then you can use your PL/SQL scripts to complete the processing.
