Probably changing ORACLE_SID in the registry
HKLM\software\oracle
will be sufficient.
This procedure does work with the server edition
If you have a valid sqlnet installation with a correct tnsnames.ora
you could also add the LOCAL key to the same branch of the registry.
It's not there by default
