Hi Peter,
You might be missing something.
On other Unix ports during the installation you have to specify your
language.
If you specify the default the other libraries and message files will NOT be
installed.
There is a view v$nls_valid_values which tells you which settings are
allowed in your installation)
Also, you probably need to set the NLS_LANG environment variable in your
.profile
