i think wat u r doing is a offline/cold backup method. if u really shutdown your
databases and backup all necessary physical files (ie, datafiles, control files,
redo logs and init.ora) then you are okay.
this type of backup will give u a complete 'image' of the database just before it was shutdown. just make sure u cover all files required to re-create the database.
