This problem sounds similar to my situation. I have a PC that is
remotely connected to a unix server over ISDN using MS DUN on Win 98.
32 bit sqlplus connects just fine but I get a 12203 error with the 16
bit version. I've tried changing winsocks, used SQLnet trace but all
to no avail. 16 bit forms doesn't connect either. I'm now at a loss
as to what to try next.
Sorry this doesn't help you but at least I know I'm not alone.
