Need help with Oracle Error: ORA-03127

I am getting the following oracle error message/description sporadically

while running my VB4 program:
Error 3146 - [Oracle][ODBC Oracle Driver][Oracle OCI]ORA-03127: no new operations allowed until the active operation ends.

The error occurs at random SQL statements (select, delete, etc) and I suspect that the error is in either the Microsoft Jet Engine (Version 2.5 / 16 bit) or the Oracle ODBC driver (Version 7.3).

If anyone has had this error before and knows the cause or how to resolve the problem, please reply.
