Using OWA_COOKIE

The Oracle doc says the OWA_COOKIE.send() should only be used in the HTTP context but doesn't explain how to do this? I can't use the output of this procedure in a <meta http-equiv=> since the resulting output would be incorrect. Does anyone have an example of how to set a cookie?
