It seems there could be a few things that can cause this. If everthing is ok once you connect then it probably isn't network bandwidth or hardware. Are you using dedicated server connections? If not how many dispatchers do you have for connections? Are you using a Names server?

My connections only take about 5 sec. so I don't know it the times you have are considered normal.
