Gupta SQLBase to Oracle UNLOAD Question

I'm new to Oracle.  In Gupta SQLBase there is a command 
UNLOAD DATABASE which writes a text file composed of the SQL
statements required to create the database from scratch.  Is there an
equivalent in Oracle?
