On my Win95 machine at home it is
HKEY_LOCAL_MACHINE/Software/Oracle/SQLPATH
The ORACLE.INI settings are usually documented at the end of the Installation and User Guide, so I guess the same would be true of Registry settings. I think it would be safe to assume that the meaning of registry settings will be the same as for ORACLE.INI settings.
But remember, this will NOT work for 16-bit tools, the only thing for
them is ORACLE.INI
