Datapatch failed on 12.2 (verify_queryable_inventory returned ORA-20001: Latest xml inventory is not loaded into table)

Hello Gurus,
I was applying a bug patch on the 12.2.0.1 database on windows. Opatch successfully applied, but the post installation step "datapatch" faced error.
The sqlpatch_invocation.log has below

I re-created the directories "OPATCH_SCRIPT_DIR,OPATCH_LOG_DIR" with the same path as mentioned in MOS Note 1609718.1 and also I rolled backed the patch and updated opatch with latest version but still same issue.
Could you please advise.
