Quarterly Patch Question

Is there somewhere that I can get a list of everything that's included with each quarterly patch? I'm not just looking for the CVE information, but also other changes that are included. Last Fall, at the Upstate NY Oracle Users Group meeting, I was told by one of the Oracle employees that attends that the quarterly patches include other software updates - new features and removed features. I'm trying to find documentation on what those are.
I ask because one of my co-workers has noticed an issue with Data Guard that appears to have been introduced with the 19.7 patchset. We didn't apply the January patchset, so it's possible the issue was introduced with 19.6, but we do know that 19.5 works as it should.
