They will need to rethink this. There are a number of Oracle-specific ways to make applications aware of failover/switchover events (TAF/FAN/Application Continuity) that are able to various degrees to achieve what you want.
https://docs.oracle.com/database/121/TDPRC/configwlm.htm is a good place to start. If the client simply wants to redirect new traffic to a "new" location for the database then I'd have thought a load balancer configured appropriately might be the appropriate solution.
