Connecting Oracle 19 to SQL Server Issue

I just upgraded an Oracle database from 12.1.0.2 to 19. Now the connections via the heterogeneous connections don't work. I've copied all of the .ora files into the new $ORACLE_HOME/hs/admin directory. I've updated the listener.ora file to use the new 19c Oracle home and restarted the listener.

I did not have a new SQL Server ODBC driver installed. From what I can see that hasn't changed, the most recent one is "ODBC Driver 17 for SQL Server". If there's a newer one, I can't find it.

When I do a tnsping, I get "TNS-12541: TNS: no listener", but there is a listener. I can see the entries when I do a status.

What have I missed? Obviously there's something.
