OK, just if anyone else stumbles on this, I've just done some playing around, and it seems to come under the resource group of the session making the DBMS_FILE_TRANSFER call.
Not what I was expecting, but I guess that's the advantage of testing these things out to confirm or refute ones assumptions. P
