CANCELLING analyze jobs

11g Redhat.
I know I can reschedule or cancel analyze jobs through EM and also via exec plsql.
Has anyone a view on the best way to temporarily suspend such activity for a long running job- and possibly put this in the hands of the developer who is submitting it?

Temporarily would be best otherwise re-scheduling can be forgotten in extremis.
