I just wanted to second what Andy says- use RMAN to move / duplicate your control files. I have messed around with this using cp but rman works better overall.

I have seen this before. It has to do with the way OMF is handled on ASM. The best way to do this is use RMAN to restore the controlfile to another location. See this note for details: *How to duplicate a controlfile when ASM is involved [ID 345180.1]*
I have found ways to get ASM to recognize files with non omf names, but the above is the cleanest supported way.
