In your case, first install 9208 patchset and then install the CPUjan2007 on top of it.
all Database CPU patches are cumulative, u need not apply earlier cpu patches when applying a latest CPU. you have already observed existing cpu patch getting rolledback when you applying a newer cpu patch, which proves the earlier point.
also there is a difference between
1) applying cpujan2007 first and then 9208 patchset
2) first 9208 patchset and then cpujan2007 patch
Step2 is the way to go. its my observation that not all bug-fixes that cpu patches bring in are retained after patchset install. you need to reapply the latest cpu patch to get the bug-fixes back in
even following note reports that 9208 is effected by jan07 cpu
