I will agree with Mr. Bobak. Connect to test that the database is not
only started but is accessible to a non-privileged username.

Checking for pmon or smon and a listener process is not good enough. What if archive log area is full? ORA-257 What if the audit destination is full? ORA-9817 Always attempt connection to check if database instance is available.
SGADEF has been obselete since at least 8i.
