I would call it a "communications problem" of the human variety. The Oracle DBA and the Weblogic administrator need to communicate. Just ensure that the Weblogic parameter for the number of pooled connections is set lower than the Oracle PROCESSES parameter. The DBA needs to factor in any other connections besides the Weblogic pool. Then life is sweet.
