Hi This are the tunning goals from Oracle tuning course 9i (page 24,25)

-reducing or eliminating waits
-accesing the least number of block
-caching blocks in memory
-response time
-throughtput
-load
-recoverty time

Measurable tunning goals

-improved response time
-improved database availability
-improved database hit percentage
-ipmroved memory utilization
-fewer waits

Do you have one missed important topic here to be named?

The number of knocks in your dba door can be a measure, but the question is about specific topics in the database to tune.

Thanks :)
