No the sample schemas are new in 9i (account names like HR, QS and so on). SCOTT was the old demo account and is still there for you if you want to use EMP and DEPT. But there's a lot of Oracle functionality you can't really see properly using EMP and DEPT (partitioning springs to mind as an obvious example). SCOTT is left unlocked because it is actually used to prove the database creation worked correctly, presumably by selecting from EMP or some such thing. Not sure if this is done in the DBCA or partner stuff as well, but I think it's both.

But in your quote from the Secure Configuration Guide for Oracle9iR2, it says "SCOTT" is not locked. Isn't SCOTT the sample schema? So if it isn't locked, why would they tell you to unlock it? I would probably go with "C" as well, but I think the question and answers are poorly written.
