Your application doesn't necessarily have to be written in OCI to use TAF, but whatever layer eventually makes the OCI calls does. Oracle's ODBC driver, for example, implements TAF support, so any ODBC application which uses the Oracle driver will get TAF support. Other Oracle API's likely do the same.
