My understanding (ie I'm at work and the 9.2 db is at
home!) is that
- create directory has "always" been there for bfiles
etc etc
- it was enhanced (or at least utl_file was) so that
it would also be appropriate for use within utl_file
thus removing the necessity to add utl_file_dir
entries (and thus bouncing the db)
- a side effect is that directories have a more
granular control - you can let certain people only
read files (using utl_file) or let them read and
write.
- an unrelated enhancement that may be confusing the
issue is that utl_file can also perform operations now
on binary files
