No it can't be done. the thing is that the support contract is expiring. We have the product licenses, but we want support contract to be reduced for lesser number of people.

Now they say, that this can't be done and the product license will be terminated if we want this. The thing is that Oracle support is useless(I get more help from this forum :) ), but we still want it, just in case.

And moreover, buying the licenses afresh will be very costly, typically 5-10 times the price of renewing the support contract.

Cancel the contract and renew it with a different number of users. Once the old contract has expired and is no longer in force you are not "changing" the number of users since it is a new contract. It may be that playing hardball is the only way to get their attention.
