My guess is that 9iR2 and this feature are so new that you won't find much out there. Joe Testa participates on this list and has papers on 9i new features at

Beyond that, I did a Google search for "Oracle9i data compression" and found the following whit paper.

Maybe you'll get lucky and someone will respond. This list surprises me every day.
