log_checkpoint_... parameters changed in 8.1+ so these no longer control when a full checkpoint occurs, they are more used to keep blocks "up to date" with the redo log stream.

Maybe look at having some larger redo logs to lower your switch frequency, and see if you are doing bundles of commits - a common cause of log file syncs.

How long was your statspack interval? 5239seconds of waiting could be problem or not, dependent on the timescale you're comparing against
