Then just move on.

When shipbiuilding went overseas, we moved on. When textile making moved overseas, we moved on. When mining moved overseas, we moved on.

If IT moves overseas, then we just have to move on. Invent something new that will last us the next 20 years .... then move on again after it moves overseas in 20 years. It's a cycle.
