Unfortunately, MS SQL Server's GUI tools are better in that it is actually useful and it works. How come? Most of my younger peers prefer to use SQL Server (never mind it's shortcomings) simply because it's more GUI than Oracle - hence easier ........

Oracle is losing the future here by screwing up it's GUI tools (my opinion).

How I wish TOAD could come to the rescue.
