I original posted this question. Oracle support and the list member all suggest to install the 817 first -> upgrade -> apply patch. However, Oracle support said it will be ok if directly apply patch then upgrade later. Since we need to upgrade our peoplesoft tools and oracle in the same day, so we chose directly goes to 8172, eliminated the middle step. So far no problems with that. (not fully tested yet, just on test machine. Next week, we will go to production machine)
